I'm hoping this means what I think it means: If true for Title Bars, that is a welcome change... So strange they did not include this in RTM, but OK.

Yes, I think especially since from now on everything is "Windows 10" -- so who is to say when it's ever "final"?
Limitation on coloring the title bars would be that it also colors the taskbar, etc., along with it (no independent coloring possible). But applying dark grey would be pretty much OK. However, in this build (and so probably any final version of this) the non-active windows' title bars remain white...
